★半田ブータン青少年交流協会設立の趣旨
 The purpose of the establishment of Handa-Bhutan Youth Friendship Association

2005年 愛・地球博において、半田市のフレンドシップ相手国であったブータン王国と半田市民は、万博開催中に様々な友好交流事業を実施致しました。 　

その経緯を発端として、発展途上国であるブータン王国への支援の声が高まったと同時に、国民総生産量より国民総幸福量の進捗に国の指針を置く、ブータンの国政の姿勢に多くの市民が共感を持ち、その生活・文化を学び、今、日本において、見失われがちな　「人間の真の幸福」を追求する姿勢、子供たちに伝えたい「生きる喜び」をブータンから学びたいという市民意識が醸成されつつあります。 　

親日的なブータン王国には、日本各地の自治体や民間団体が交流を持ちたいという気運のある中で、半田は、万博での交流により、ブータン政府からも交流の継続が求められ、更にブータン政府側からの交流に対する支援が得られ易い状況であります。 　

そこで、2008年6月、半田国際交流協会は半田ロータリークラブと共に、ブータン王国調査訪問を実施し、ブータン政府関係者との協議を重ねて参りました。 　

その結果、ブータン側からも協会設立に賛同が寄せられ、協会設立と同時に半田市民とブータン国民との交流に大きな期待を寄せる賛同を得て参りました。 　

こうした状況を踏まえ、半田の青少年教育の中で「家族の絆・生きる喜び」を体験する絶好の機会を、 ブータン王国との青少年交流を行う中で得られるものと確信いたしました。 　

万博閉幕後3年が経過し、ブータン王国との交流のチャンスを生かし、半田市民の将来に寄与する「半田ブータン青少年交流協会」の設立には、今が絶好の機会であると確信しております。 　

市民交流を主体とした「半田ブータン青少年交流協会」の設立に、ご理解を賜り、青少年の将来に寄与する活動へのご賛同とご支援を賜りますようお願い申し上げます。 （2008年7月）
　

★半田ブータン青少年交流協会の活動計画について
The activity plan of Handa-Bhutan Youth Friendship Association

2008年9月20日より2009年3月3１日を初年度活動期間とし、2009年4月に最初の活動として、ブータン王国より青少年3名の短期ホームステイ を受け入れる。
20１0年度には、半田より青少年3名の派遣を実施。以降、隔年で相互に受け入れを行う。

★The purpose of the establishment of Handa-Bhutan Youth Friendship Association

Bhutan was one of the friendship countries of Handa city during 2005 Aichi Expo. We had many friendship　activities with Bhutan people in Aichi Expo and built a good relationship with Bhutan.
Since Bhutan is still a developing country, Handa citizens have had a desire to assist Bhutan. Besides that,　Bhutan has a wonderful policy that Gross National Happiness is more important than Gross National Product Many Handa citizens are deeply impressed with the policy and want to learn about Bhutanese life and cultureand ‘Joy of Life’ to educate our children to pursue ‘the true human happiness’ which can be easily lost in the present Japanese society.
We understand that many Japanese local governments and organizations want to have a relationship withBhutan as Bhutan is a friendly country to Japan. Due to the friendship during Aichi Expo, Bhutan wants to Continue a good relationship with Handa. As such, we have an advantage to be able to get the support easilyfrom Bhutanese government.

So, Handa International Association and Handa Rotary Club visited Bhutan and had a series of discussionswith Bhutanese government people.
We discussed our plan to establish an organization and got a strong support from Bhutanese governmentpeople. They do expect an active culture exchange with Handa people when an organization is established.
We are confident that we will have the best educational opportunity in the culture exchange with Bhutan for Handa young people to experience ‘Family Value’ and ‘Joy of Life’.
We would like to ask for your understanding and support on the establishment of Handa-Bhutan Youth Friendship Association and its activities to promote the culture exchange for young people.

★The activity plan of Handa-Bhutan Youth Friendship Association

The first activity year begins September 20, 2008 and ends March 31, 2009. The first project is to invite three young people from Bhutan in April 2009. They have a short home stay in Handa.
We send three young people to Bhutan in 2010.
The alternate young people exchange program will be continued with the support from Bhutanese government beyond 2010.

The establishment of Handa-Bhutan Youth Friendship Association is proposed by the following people.

The articles of Handa-Bhutan Youth Friendship Association

第1条　目的 　

半田市とブータン王国との友好を促進し、両国の青少年交流を活発に展開することにより、互 　いの文化・風習・生活などを理解し、友好交流促進を計る。又、青少年の短期交換留学を実施し、両国青少年の健全育成を目的とする。

Article 1 Purpose

The association promotes the friendship between Handa city and Bhutan and provides an active culture exchange program to the young people of both countries to assist them to understand each other’s cultures, traditions, life styles, etc. and promote their mutual friendship. The association also conducts a short student exchange program for the young people of both countries to support their sound growth.

第2条　会員

1. 通常会員

半田ブータン青少年交流協会の主旨に賛同し、会費を納入したものを会員とする。会員は、 ブータン王国との友好親善の集い、ブータン王国親善訪問などが開催する際は、優先して参加できるものとする。（但し、参加費は別途徴収する）

2. 法人・団体後援会員

本会の主旨に賛同し、本会の事業達成のために後援する法人または団体 　　

3. 客員会員
　　　　
本会が総会で認めたブータン王国在住のブータン人及び来日又は在日中のブータン人（但 し、会費は免除とする）

Article 2 The members of the association

1 Regular member:
Regular members are the persons who support the purpose of the association and pay the member fee Regular members are given a priority to participate in the events conducted by the association such as a friendship gathering with Bhutan, a goodwill visit to Bhutan, etc. (Note: Participation fee may need to be paid.)

2 Company/Group member:
Company/Group members are companies or groups which support the purpose of the association.

3 Guest member:
Guest members are Bhutanese who live in Bhutan and are approved by the association or Bhutanese who are visiting Japan or are living in Japan. (Note: Exempt from member fees.)

第3条　会計 　

年度は、毎年4月１日〜翌3月3１日とする。但し初年度は設立時より2009年3月31日とする。会費は年会費とし月割りはしない。 　　
本会の運営は、会費及び助成金、補助金等の収入及び事業から得られる収入により賄われる。
 
Article 3 Accounting

The accounting year begins on April 1 in each year and ends on March 31 in next year.
The members who join or quit the association during a fiscal year still need to pay an entire amount of an annual fee.
The association is financed with member fees, subsidies and incomes from the association activities.

Member fees
Individual member Membership registration fee: 2,000yen Annual fee: 3,000yen
Company/Group member Membership registration fee: 0yen Annual fee: 10,000yen

第5条　総会 　

定時総会を年１回開催する。 　　
総会の議決は、出席者の過半数を以って決する。 総会では、本会の運営に重要な事項の審議を行う。

Article 5 General assembly

The general assembly is held annually.
Proposed items are approved when more than 50% of the attendants approve.
The general assembly reviews important matters to run the association.

第6条　役員

本会に、以下の役員を置く

           事務局(会計兼務) １名
　　　　　会計監査　　　2名

　　　　　その他、相談役・顧問・参与を必要に応じて会長が委嘱する。

Article 6 Organization

The association has the following directors.

Secretary & Accounting 1
Auditor 2

The chairman can appoint advisors and counselors as necessary.

第7条　支援団体等 　　

本会の目的を達成するため、支援団体等に協力を要請することが出来る。

Article 7 Supporting groups

The association may ask appropriate groups for their help to achieve the purpose of the association.

第8条 役員会 　

役員会は、総会に提出する議案の作成及び本会の目的を達成するための会の運営を行う。
 
Article 8 Board of directors

Board of directors prepares the agenda for the general assembly and manages the operation of the association to achieve the purpose of the association.

　　
第9条　事務局

本会の事務局を、本会の運営主体が確定するまでの期間、半田国際交流協会内に委託する。

Article 9 Administration office

The administrative work is carried out by Handa International Association until the administrative organization of Handa-Bhutan Youth Friendship Association is established.

第10条　その他 　

本会は、その目的の達成及び会の維持が困難と判断された時には、総会の議決を以って本会を解散する。 解散時における本会の基本財産はブータン王国の青少年教育を目的とする支援にあてる。 　　

本規約に記載されていない事項に関しては、役員会にて決議することが出来る。

Article 10 Others

The association can be dissolved with the approval at the general assembly when the association is deemed to be extremely difficult to achieve the purpose of the association and continue the association. When the association is dissolved, the basic property of the association is to be used to assist the education of Bhutanese young people.
As for those matters which are not provided in the articles, the board of directors can make a decision.

第11条　附則

本規約は2008年9月24日より施行する。

Article 11 Supplement

These articles are to be effective on and after September 24th, 2008.
